Tab position relative test.odt

While untangling Bug 32360 and Bug 90667 and creating Bug 118960 where right alignment is focused, I noticed another possible issue with "Tab position relative to paragraph style indent".
I may not give all the details because dealing with previous bugs was tedious but I kindly ask testers to first try Bug 118960 and then this one. 

In preparation: open ODT, Edit Index, Stay at level 1, Between E# and E add "Tab Stop" with "1 cm" position and try "Tab position relative to paragraph style indent" with different tab stop positions.

My conclusion for general ODT file, Contents 1 has 2 cm Before Text:

tab stop position is 1 cm (less than paragraph style “before text”) 
	If "Tab position relative to paragraph style indent" ON - it behaves as expected (2+1 cm)
	If "Tab position relative to paragraph style indent" OFF - it behaves as if “Align right” is on
tab stop position is 3 cm – it behaves as expected (2+1 cm or 2+3 cm)

As far as I noticed (needs additional testing), behavior is different for DOT or DOC/X file, Contents 1 has 2 cm Before Text:

tab stop position is 1 cm (less than paragraph style “before text”) - it behaves as if “Align right” is on
tab stop position is 3 cm
	If "Tab position relative to paragraph style indent" ON, it behaves as expected
	If "Tab position relative to paragraph style indent" OFF, it behaves as if “Align right” is on

General conclusion is that Writer cannot prevent wrong setting in ToC where tab stop position is less than (paragraph style) “before text” (for LO documents) or not sufficiently larger (for MS documents). 
Bug 90667 can be regarded as a special case or as a DOC/T/X case.

Repro. Not sure if minor, so leaving as normal. Feel free to specify severity.
