I'm not sure if I can elucidate this properly...
But I'm talking about working with sections... and headings... of which "Heading 1" is the top level one...


With one document, just like with HTML documents, "Heading 1" (aka "h1") is the highest level... But as soon as we're working on a  book, a new "unit" comes into play.. which is higher level than "heading 1"... i.e. higher than a chapter...

We have a name for that: "Section"

But when you edit the book, the highest heading that is recognized as a heading, 
is heading 1... nothing above it...

So, while you can make WRITER to recognize the "Heading 1" titles, 
and display it "in the top of the page"*, you can't do that with Title or heading.
No "heading 1" variants are recognized, either, like, "heading 1 - this section"... 

I guess, what I'm talking about is just an "under the hood" thing...
Cause basically nothing should be changed, only the way the program behaves...
in terms of recognizing Heading 1 -- this section as a "heading 1" heading...
and recognizing a "Title" or a "heading" heading as a "heading 0" heading...

sorry for the ambiguity of this idea :(

Can you provide a use-case, i.e. what is the issue that would be solved in LibreOffice?
I am able to add Sections to a Writer document, which will display the Title style from the linked files.
If I need a Table of Contents, I can use the "Additional styles" option that was recently added, to see the Title style in it.
