WordPerfect creates legal pleading styles in the global "open document style" element and nested further within a "Watermark B" element. 

libwpd appears to see these elements but may not be seeing them as the right type per the Corel Developer SDK documentation. WPD2HTML doesn't create HTML elements for these AT ALL. However, WPD2HTML will catch a line spacing change specified therein and add it in the CSS style output. 

This issue also appears to be present in LibreOffice. It also does not render the legal pleadings style elements from WP6 (2021) files. IDK if this is a problem with older WPD formats as well or just 2021 version. See bug 159289
