I'm not sure exactly which part has the error, but it bisected in LO 6.1 to author	Armin Le Grand on 2018-04-06 22:29:02 +0200

The issue is with attachment 174540 [details] (from bug 144092). There are two empty rows, and the arrows are supposed to be pointing to the centre of each empty row.

A PDF comparison suggests the problem is with the table shrinking - especially related to the empty rows.

[Note: other issues caused even more problems with empty rows since then. Those regressions have been fixed in 7.5.]
