Description:
Since upgrading to Version: 7.3.2.2 (x64) I am unable to apply bullet points to a list of words or lines of text.  The bullet point icon has a red cross on it.  

Steps to Reproduce:
1. Create a list of words
2. Select the list
3. Go to the bullet point icon or press Ctrl + Shift + F12

Actual Results:
nothing happens 

Expected Results:
a choice of bullet point styles should be presented

This is not a bug. The toolbar button and the default keyboard shortcut Ctrl + Shift + F12 are assigned to a special action "No List" that *removes* any list from the selection. The old bullet list toolbar button and its shortcut Shift + F12 are still there, to the left of the "No List" one (two related buttons there, for unordered (bullet) lists and for ordered lists).

The third button was introduced in 7.2 as a fix of bug 115965. See also bug 148790.
