Repro in Draw 6.4.2.2 I faced the same issue. But instead of changing the behaviour of this function I suggest to add a checkbox telling if the value is relative to the internal margins (by default) or to the page. See attached.

Still not implemented in Draw 7.3.1.3 (x64). An option to be relative to page or to margin would probably do the job.
