Currently a master document can import styles from a previously created text document, however, you can not export styles to a new subdocument created from the same master document. Moreover, neither you can load styles from a master document. See: https://bugs.documentfoundation.org/show_bug.cgi?id=94500

A valid work flow is to create a master document from scratch, including custom styles and other elements, then create the necessary subdocuments.

If you are a user who created a master document from scratch, it only remains export your "master document" to a text document, which can be used to load styles to other documents.
