This is a followup to bug 148360
When original .doc attachment is saved as docx, that is also broken in Writer.

1. Open attached file, which is attachment 86027 [details] saved as DOCX by Word 2016 in compat mode 15
2, Notice the first two paragraphs begin more to the left of the page than in Word, because they are numbered and its tab character is not imported.

has restored it for the second paragraph, so only the first paragraph was missing its tab in 7.0.

Broke it more, so now the second paragraphs starting tab is missing again.
