Description:
Image becomes empty frame when resizing (SKIA)

Steps to Reproduce:
1. Open the attached file
2. Take the right corner and drag it inwards (say 25% of the original) and release empty)
3. Resize back (enlarge) image stops but frame goes on

Actual Results:
Empty frame

Expected Results:
Image


Reproducible: Always
