Last tested with LibreOffice V 6.2.2.2

Created a Draw document with the default layers and inserted a single shape in each layer. Made sure all layers were set to Visible and to Printable as well. 

Exported as Pdf with
- nothing checked under 'General
- Tagged checked
- Tagged and Hybrid checked

Resulting Pdf(s) opened with 
Foxit Reader V 9.2.0.9297
Adobe Acrobat Reader V 2019.0.10.20098

No multiple layers found. Everything merged into a single layer.  

Steps to reproduce: Do as I did.

(The Hyprid opened with Draw contained the layers.)

(I don't need this urgently myself, but am acting as a self-proclaimed QA assistant.)

Nobody commented on the bug here for morte than 2.5 years now, but the issue and related ones are well noticed by other users. See https://ask.libreoffice.org/search?q=draw%20export%20layer .

The bad (missing) handling of layers on export may kill the usefulness of the otherwise valuable Draw component for them. Difficult to implement? Too fundamental differences in layer concepts? Is there still any developer looking now and then for 'Draw'? He (f/m) might comment on the background of the issues and about the reasons for the silence here.
