Open attached document. Set cursor in a heading. Call "Bullets and Numbering" dialog from context menu or Format menu. Goto tab "Outline", select the bottom right set, that which has bullets, click OK.

Notice that the headings show this bullets. Goto Tools > Outline numbering. Notice that the bullets are shown in the preview.

Save the document. Close it. Reopen it. The headings have no numbering at all.

It is a bad user experience, that the user gets no hint, that bullets on outline numbering are not possible, and he will notice the problem first, when he reopens the document and sees, that the bullets are lost.

The bullets are lost, because a outline list cannot have bullets in file format.

The UI should not allow a setting, which is not possible to be saved.

Its indeed confusing. Tried it and bullet did disappear from the document upon saving. Tried the other option and they all work.

I assume inheritance from OOo because LibO 3.3 shows the same behavior.

Tested with LibreOffice 3.3.0, OOO330m19 (Build:6), tag libreoffice-3.3.0.4

Can repro with 7.2.0.0.alpha+
Also relevant to note:
  1. All the outlines in Outline tab, except one, include bullets.
  2. If Bullets are applied from the Bullets (Unordered) tab in Format -
     Bullets and Numbering, then the same problem occurs.

In sum: Central issue is that applying bullets to paragraphs that have Chapter Numbering as List Style, using Format - Bullets and Numbering will result in the bullets being lost.

Documentation advises against using Format>Bullets and Numbering with Chapter Numbering. 

Maybe documentation could be improved (a little).  See tip (with light bulb) in:

In relation to the problem you describe: 

To achieve what you want, it would be necessary to know when a paragraph style is listed in Tools > Chapter Numbering (cannot rely on using "Heading N" only, because it is possible to change PS in the Chapter Numbering dialog), and given that the problem is with bullets in general (plus the advice in the documentation), perhaps best to disable both the Unordered (Bullets) and Outline tabs.

Have modified the bug summary to reflect that idea. Please modify again if I have misinterpreted.
